Jack Riley returns, this time as the title character, who, like Mr. Carlin, is a heartless landlord.  This, the first of two DS stories by Norman Liebmann. is another episode where the kids team up, this time trying to pass off Arnold on stilts as 15-year-old "Arthur" so they won't be evicted.  Note that by this point, Kimberly is 14 and Willis 13.
