This story by David Chambers has Kip deciding to grow up after he throws a water balloon out the apartment window and accidentally hits Richard Nixon's car.  The Secret Service breaking down the door and the guys belatedly reacting has to be one of the better "Who is its" in the series.  And yet, I do have to reluctantly admit that the second season is not as good as the first.  This episode is fine but it's not as hilarious or as wise as some of the episodes from the year before.  I do like that there are moments when you can see the cast trying not to laugh, like Taylor's reaction to Hanks's Eddie Haskell impression, or Hanks's to Scolari's funny eyeglasses.  (Youtube currently has a set of bloopers from the latter scene, and even on the episode proper you can see Hanks's throat move as he fights a laugh.)
