Daniel Palladino wrote this first half of the two-parter that would close out the season.  When Tony finds out that his elderly friend Chappy (Pat Buttram, even more of a scene-stealer this time) faces a cut in Medicare, Tony agrees to testify before the Senate on behalf of senior citizens.  The whole family takes a train to D.C. but it's delayed along the way, and Tony ends up in the same bunk with Angela.  She sleeps contentedly but he's too distracted, including by her sexy scent.  He's delirious in front of the Senators and even ends up giving a proto-Clintonian denial by telling CSPAN and everyone, "I did not sleep with Angela."  (Both figuratively and literally true, since they don't fool around and he doesn't sleep.)  Note that Sam and Matt have broken up for unexplained reasons.  The tag is scenes from next week, ones that look more soap-operatic out of context.
