By this point, I have to wonder if Penry is deliberately undercutting the Sergeant, since he prevents the latter from turning in his captain's exam by, one, blowing the words off the pages with Rosemary's hairdryer (after melting ice in the office and getting them wet), and two, developing a sudden allergy to feathers, despite capturing a villainous bird.
This is the 100th cartoon I've reviewed.
